History of the Prosecutor’s Office Bodies
General Prosecutor’s Office of Republic of Moldova as an independent and specialized institution, that works within the Judicial Power was created by law from 26 of January 1992. By the President’s decree from 26 of January 1996, the day of 29 of January was declared the Professional Prosecutor’s Day.
At its very beginning, the Office of Prosecutor General of the young Republic had a staff of 393 prosecutors. It was a period when they confronted many difficult issues on their effort to assure the supremacy and rule of law, to help sovereignty consolidation, territorial integrity, and the independence of the Republic of Moldova.
The civil society, being subject to new democratic reforms on all levels of their life, was requesting from the Office of Prosecutor General immediate conformation to international norms and standards and their application within the activity of the national law enforcement bodies.
Being the authority responsible for the accurate execution, irrespective the circumstances and opportunities, the Office of Prosecutor General had had sometimes to enact less popular decisions that caused public disturbances.
The demonstrations and riots demanding to proceed in a way or another, but not legally, in the prosecution of certain cases are still alive in our memories kept also in video archives.
Even so, the prosecutors devoted to serving law have endured those critical moments with patience and indulgence. Those of us, who understood the importance of that decisive historical period for our people, took active part in the reform of the institution.
With wide firmness knowledge and with a wide practice prosecutors jointly with society , started to study the democracy day by day and step by step conjointly with the Executive and Legislative bodies performed a new legal framework of the Prosecutor’s Office , that allows prosecutors nowadays to work pursuant to relevant international norms and standards. Though, carrying out the implementation in the country of the legal and law reforms, Prosecutor’s Office participated in drawing up the drafts of all codes of law, other governmental decrees concerning directly the institution’s activity.
It is with a high responsibility and with a great pleasure the Prosecutor’s Office Direction, Prosecutor’s Association and Labor Union presents in this album that constitutes a short retrospect of the performs of the Prosecutor’s Office of the Republic of Moldova during 15 years from the setting up. The prosecutor’s body of the Republic of Moldova, professional and devoted to the cause that they serve, exposes the present working in general aspect, charges that recovered to them in this period to face the requests stipulated in Constitution and the Law concerning the Prosecutor’s Office, to line up the activity of the institution to exigencies that result from engagements of the republic in the way of European integration. The activity of Prosecutor’s Office of the Republic of Moldova during these 15 years was turned to increase the efficiency and reaching some performances of the whole it’s competence and especially in those which constitute our strategic goals: operative and efficient exertion and carry out of the criminal proceeding in cases of violent crimes; qualitative represent of charges in trial courts; protection of the basic human rights and freedom.
Toward year 2004 the Office of Prosecutor General was able to reach high indices in almost all the directions of its activity. That became possible as a result of correctly settled short-term goals due to extending intellectual and institutional resources, re-grouping forces and fighting against bureaucracy and obsolete practices.
As an example of achieved goals, it is worth mentioning the improvement of the organization chart of prosecutor bodies. The Parliament of the republic of Moldova has adopted a new structure of the Office of Prosecutor General. That allowed us, along with the reduction of Central Corpus and strengthening the staff of territorial prosecutor’s offices, to build a more viable and effective structure.
During the last 15 years special attention was given to international co-operation. Representatives of the Office of Prosecutor General took part in different events organized by the Council of Europe, the Stability Pact for South Eastern Europe, coordinated Council of the Prosecutors General from CIS, the international Association of Prosecutors.
The public information, the transparency in the activity of Prosecutor’s Office bodies, constituted a basic element of our activity following the aim to provide for wide public fair and enough information in issues that represent a high interest for society. In order to keep the society informed about the activity of the prosecution bodies we launched the documentary “Devoted to law” and the official website of the Office of Prosecutor General of the Republic of Moldova, were printed first News Letters of the Prosecutor’s Office.
